Este módulo es la apuesta del Gobierno nacional, apoyándose en la tecnología, para que de manera articulada los prestadores de servicios portuarios y las empresas de transporte coadyuven a alcanzar altos niveles de competitividad y posicionamiento comercial en el mercado global, a través de la consolidación de la información correspondiente a los turnos o citas asignadas, canceladas, usadas, incumplidas y no asignadas y la salida y entrada de vehículos en prepuertos, la cual facilitará los análisis técnicos para la mejora de los tiempos logísticos, entre otros.
Con la información consolidada en el módulo INSIDE, el Ministerio de Transporte y la Superintendencia de Transporte, contarán con una valiosa herramienta para hacer seguimiento al impacto de las políticas públicas del sector y el desarrollo de las funciones de prevención, inspección, vigilancia y control.
“Las terminales portuarias, al ser la puerta de entrada y salida de mercancías, representan uno de los nodos logísticos con mayor importancia estratégica. Por eso, haciendo un uso consciente y estratégico de las TIC, podemos tener en Colombia un puerto eficiente, seguro, transparente y conectado. Generando así, ventajas competitivas y potencializando el desarrollo de empresas que comercian en el mercado internacional”, aseguró la Ministra de Transporte, Ángela María Orozco.
Con este módulo, que se une a las demás herramientas tecnológicas relacionadas con la operación logística nacional, como el Portal Logístico de Colombia https://plc.mintransporte.gov.co/), el Ministerio de Transporte y todas las entidades del sector contarán con un importante insumo para el control y seguimiento del flujo de mercancías en el territorio nacional y la optimización de las operaciones logísticas.
Contar con información oportuna, exacta y confiable, sobre la dinámica de ingreso y salida de vehículos a los puertos o terminales portuarias para el cargue y descargue de mercancías o contenedores, le permitirá al Gobierno nacional tomar decisiones estratégicas alineadas a la política pública en materia logística, la facilitación del comercio y la reducción de los costos, tiempos logísticos y así impulsar la competitividad del país.
Desde el Grupo de Logística del Ministerio de Transporte, se prestará el acompañamiento necesario para que los sujetos obligados realicen la integración de la información de sus plataformas de enturnamiento portuario al módulo INSIDE, ya sea vía web services, o a través de la página interactiva para cargue de información desde un archivo plano, teniendo en cuenta las diferencias en los modelos operativos implementados por cada terminal portuaria o puerto.

This module is the commitment of the national government, relying on technology, so that in an articulated way the providers of port services and the transport companies help to reach high levels of competitiveness and commercial positioning in the global market, through the consolidation of the information corresponding to shifts or appointments assigned, cancelled, used, unfulfilled and unallocated and the departure and entry of vehicles in pre-ports, which will facilitate the technical analyses for the improvement of logistics times, among others.
With the information consolidated in the INSIDE module, the Ministry of Transport and the Superintendence of Transport will have a valuable tool to monitor the impact of public policies in the sector and the development of prevention functions, inspection, surveillance and control.

Therefore, by making a conscious and strategic use of ICT, we can have an efficient, safe, transparent and connected port in Colombia. With this module, which joins the other technological tools related to the national logistics operation, such as the Logistics Portal of Colombia https://plc.mintransporte.gov.co/), the Ministry of Transport and all the entities of the field will count on an important input for the control and monitoring of the flow of goods in the national territory and the optimization of the logistic operations.
To have timely, accurate and reliable information on the dynamics of entry and exit of vehicles to ports or port terminals for the loading and unloading of goods or containers, will allow the national government to make strategic decisions aligned to public policy on logistics, trade facilitation and cost reduction, logistics times and thus boost the country’s competitiveness.
From the Logistics Group of the Ministry of Transport, the necessary accompaniment will be provided for the obliged subjects to carry out the integration of the information of their platforms of harbor clouding to the module INSIDE, either via web services, or through the interactive page to load information from a flat file, taking into account the differences in the operating models implemented by each port terminal or port.
